The difference is which clotting factor is missing.
Hemophilia A is a deficiency of Factor 8
Hemophilia B is a deficiency of Factor 9
The factors are clotting factors. When your blood begins to clot it goes through a process where each factor has a purpose (there are around 13 I believe). Well in hemophilia (a or b) the body is missing one of the factors and thus cannot clot properly.
