What is the best way to get rid of head lice in a long haired 11 year old female?

My daughter has had lice in her hair for about a year now. My wife keeps buying those boxes of medication at the drug stores but they are not effective enough and I dont want my daughter to cut her long beautiful hair and neither does she want to cut it. Any idea how to get rid of them for good?
If you have an answer please tell me where to find the chemicals for your remedies.

apply some TEA Tree oil to the hair; wrap in cellophane clear wrap for about 10 minutes (more if child can tolerate the smell). wash using a tea tree shampoo & tar pine soap.
