The level of disability can only be determined by the doctor or hospital that is treating him.

You may can get medicaid and welfare and food stamps if you are unable to work and have no other income coming into the household. But, it’s not considered a disability for ssdi.

Just because you have it does not mean you are disabled. You would receive treatment for it, not just let it take its course (i.e. kill you). I worked full-time while I was being treated for it. You may have complications from treatment that could lead to disability (if at all, most likely to be temporary). But it’s not a given.

If the treatment for any type of cancer makes it impossible for a person to work, then it can be considered temporary disability. If a type of cancer has progressed to the point of terminal and the person can no longer work because of the illness, then that could be considered a permanent disability.
If either of these were the case, then the person would need to apply for disability benefits and it would be up to the department that provides the benefits (federal, state, or local) if the person qualifies.
Many people with cancer remain working throughout their treatments.
