Best suburb/part of Perth to raise a family in?

For me good state schools (primary & high schools) are the most important requirement followed by low crime rates, good local hospitals, affordable family housing and high employment (mental health nurse). Along with low risk of flooding, a good community spirit, and proximity to the coast/beaches, national parks and major city centres.
